A true chimera will have the genetics of both animals, so the patches of pigment will have a completely different genotype to the other parts of the animal The only way to definitively say if a dog like Bull is a chimera is through genetic testing, although it's fair to say it's likely because of the sheer amount of pigmentation i.e. over 50%.
If there were less patches of pigmentation, then this could be due to somatic mutations. This is where a cell mutates after the point of conception; where these mutations affect pigment cells, you get the patching. Where it happens so early in embryo development (when the cells are still splitting and multiplying) every cell that is descended from this cell has the mutation, which forms the patching of mosaicism.
Chimeraism is not inherited - a chimera bitch will not produce chimera pups. It's from a freak incident within the womb, where two embryos combine to produce one animal, with the genomes of both embryos.
